there are reports that the conditions in

refugee camps have gotten that enough that
some or some South Sudanese are actually

taking the risk of going back. That wouldn't
surprise me and I think that you know

when you have massive outflows and countries
that have you know limited economic

wherewithal then and in refugee
situations that are not
00:19:51
capturing the you know the the attention
of the international community day in and

day out you're going to have serious
challenges in terms of providing adequate

resources in those places of refuge in
Kenya the government has repeatedly

threatened to close that up camp which is
home to hundreds of thousands of Somali.

Is the international community doing
anything to keep that from happening we've

been very strong advocates against the
closure of today and governments of the

world I've also. You know expressed their
concern to the government of Kenya and

look it is important it's great
when communities can feel that they

can return to their countries of
origin voluntarily but it's dangerous

when return becomes coerced
and threats to close the door

provisions for refugee camps

those are those are measures that you know
create anxiety on the part of refugee

populations and there have been
returns from Kenya to Somalia

that there have been in circumstances that
are I think you can fairly say have been

less than voluntary and that's
not a good thing it's not

a good thing in terms of the principles
of the Refugee Convention it's also not

a good thing for Somalia because
you don't want to create

a large population of internally displaced
Somalians now worse with respect to the

It is incumbent upon European
governments to take responsibility

challenges in terms of providing adequate
